एक तरफ हमारे नेता भारत को सुपरपावर बनाने के बड़े-बड़े दावे कर रहे हैं, वहीं दूसरी तरफ देश की लगभग एक चौथाई आबादी भूखमरी और कुपोषण के जाल में फंसी हुई है। हाल ही में किए गए एक रिसर्च में जो आंकड़े सामने आए हैं उसकी तस्वीर काफी डरवानी है। इसके मुताबिक, भारत के 21 फीसदी लोग कुपोषण के शिकार हैं। 5 साल से कम उम्र के 44 फीसदी बच्चों का वजन सामान्य से कम है। इसमें से 7 फीसदी बच्चों की मौत 5 साल की उम्र से पहले ही हो जाती है। भारत दुनिया के उन चुनिंदा देशों में है, जहां सबसे ज्यादा लोग भूखे रहते हैं। भारत इस मामले में सिर्फ कॉन्गो, चाड, इथियोपिया या बुरुंडी से बेहतर है। आप जानकर चौंक जाएंगे कि भारत की हालत सूडान, नॉर्थ कोरिया, पाकिस्तान, नेपाल जैसे पिछड़े देशों से भी बदतर है

इंटरनैशनल फूड पॉलिसी रिसर्च इंस्टिट्यूट (आईएफपीआरआई) के मुताबिक ग्लोबल हंगर इंडेक्स (जीएचआई) में कुपोषण के मामले में भारत 80 देशों की लिस्ट में 67वें नंबर पर है।

जीएचआई रिसर्चर्स ने जो आंकड़े इकट्ठे किए हैं, उनके मुताबिक 1990 के बाद बच्चों की मृत्यु दर और कुपोषण में कुछ सुधार हुआ है, लेकिन जनसंख्या के मुकाबले भूखे लोगों का अनुपात बढ़ा है.

जीएचाआई के मुताबिक आज भारत में 21 करोड़ 30 लाख लोग कुपोषण के शिकार हैं। संयुक्त राष्ट्र की एजेंसी फूड ऐंड ऐग्रिकल्चर ऑर्गनाइजेशन (एफएओ) के मुताबिक इस आंकड़े में 23 करोड़ लोग हैं। आंकड़ों में यह अंतर इसलिए है क्योंकि एफएओ का आधार खाने के जरिए ली गई कैलरी है जबकि हंगर इंडेक्स ज्यादा चीजों के जरिए मापा गया है।

तेजी से विकास कर रहे भारत के लिए यह आंकड़ा काफी शर्मनाक है, क्योंकि दुनिया में कुल 82 करोड़ लोग भूखे हैं और इसके एक-चौथाई सिर्फ भारत में हैं। 2004-05 में नैशनल फैमिली ऐंड हेल्थ सर्वे के मुताबिक 23 फीसदी शादीशुदा पुरुष, 52 फीसदी शादीशुदा महिलाएं और 72 फीसदी नवजात बच्चे खून की कमी के शिकार हैं। यह इस बात का साफ संकेत है कि भारत में बड़े संख्या में परिवार भरपेट भोजन से महरूम है।

भारत को इस स्थिति से निपटने के लिए क्या करना चाहिए ?
भारत में पहले से ही दुनिया के 2 सबसे बड़े न्यूट्रिशन प्रोग्राम चलाए जा रहे हैं, स्कूलों के लिए मिड-डे मील और छोटे बच्चों के लिए आंगनबाड़ी, जहां पर बच्चों को ताजा खाना दिया जाता है। लेकिन इसमें भी बहुत कमियां हैं। आंगनबाड़ी वर्कर्स फेडरेशन के मुताबिक आंगनबाड़ी कार्यकर्ताओं की 73, 375 और सुपरवाइज़र्स की 16, 251 पोस्ट खाली पड़ी है। सार्वजनिक वितरण प्रणाली को मजबूत करके और इसके जरिए सही मात्रा में खाद्यान्न देकर इस समस्या से निपटा जा सकता है।1111111111

    जीश तरह लिखा की देश में 23 करोड़ भूखे है और कैसे बनेंगे सूपर पवार यह फिगर बहुत पुरानी लगती है जीश समय आज की भारत सरकार का जानम नही हुआ और नही प्रमुख पद था बल्कि छोटी छोटी दुकाने यानी पार्टी भी कूम हो. आज इश् सरकार की उपलब्धि और सोनियाज़ी - राहुल गाँधी की कृपा से प्रधान मंत्रीजी के कर्म से मेरे विचार से अब 45 करोड़ कूम से कूम भूक्खे हो बल्कि 60 करोड़ भी हो सकते है जिनको हम मिद्दिल श्रेणी का मानते है वो भी भूखे है क्या इन त्रिदेव के महान योगदान से ज़्यादा महगाई नही हुई जीशके लिए रोटी नसीब नही हो रही है. उष समय 23 करोड़ भूखे होने का कारण वीकलश की रिपोर्ट इसरा कर रही है की भारत के प्रधान मंत्री राजीव गाँधी जी के स्विस बैंक में 198000 करोड़ रूपीए जमा है जो 2008 में रिपोर्ट दी इन समय में कई प्रधान मंत्री रहे जो कांग्रेस के सबसे ज़्यादा हुए क्यो नही किसी और का नाम नही लिखा आज जबसे यह सरकार बनी क्या इनका घोटाला में योगदान नही है अगर नही है तब सिर्फ़ 2 जी और इसरो मेी करीब 4 लाख करोड़ का सफ़ाया किसने किया क्या यह बी जे पी सरकार ने किया जिहसमे आडवाणीजी और सुषमा स्वराज का महान योग दान रहा क्या प्रधान मंत्री जी इनका नाम ले सकते है या सरकार के चाप्लुष किसी नेता का बयान देने की हिम्मत रखते है क्या वित मंत्री इन घोटाला का काम इन बी जे पी नेताओ को कह सकते है' जहतक सूपर पवर की बात है वो यह घोटालो में है मैने समाचार पड़ा की भारत का काला धन विदेशो में 1.35 त्रिल्लियान डॉलर्स है और चीन का 99 बिलियन डॉलर्स है यानी भारत नंबर - 1 और चीन नंबर - 2 पर है इन नेताओ से सभी देशो को अपनी सूपर पवर दिखाई. अगर किसी और में सूपर पवर की बात है वो हो सकता है अगर नेताओ में ईमानदारी और देश की भागती हो. यह सारा काला धन सभी का देश में लाए नेसक नेहरू परिबार का हो और उष्को ईमानदारी से खर्च करे तब सुरक्षा ज़्यादा होगी और भूखे बहुत कूम होंगे क्योकि देश को भारत सरकार ने लूटा और प्रदेश को वाहा के मुख्य मंट्रीओ ने लूटा तब भूखे ज़्यादा कैसे नही हो सकते. बल्कि हराम की कमाई के लिए इन्होने देश में किसी ना किसी तरह से नफ़रत पैदा करने का काम किया ताकि जनता खून ख़राबा करे और भूख को भूल जाए

    एक आम आदमी की ज़िंदगी अपने घर के लिए रोटी, कपड़ा और मकान मूहेया करने मे लग जाती हैं, हमारे दादा परदादाओ ने लोकतंतरा चुना था इसलिए की वो आम आदमी 5 साल मे एक बार अपना प्रित्िनिधि चुन देगा और वापस लग जाएगा अपनी रोज़ी रोटी की चिंता मे, और ये चुना हुआ प्रतिनिधि उसके हिस्से के देश के विकास पे काम करेगा, जिसको वो चाह के भी नही कर पा रहा हैं. मगर वो भूल गया था, की घुलामी उसकी किस्मत मे हैं ही, मुघलो और अंग्रेज़ो की गुलामी करने के बाद अब वो 5 साल के लिए अपने राजा चुनता हैं जो ये नही जानते की मॅंडी मे आलू प्याज़ क्या भाव हैं.

    We are badly mistaken that we are super powers and all those jargon which we keep hearing. Have we seen the state of our Financial capital Mumbai? Financial capital with no proper roads, no proper drainage and when we look from above we do not know where the slum ends and the richness begins. People live in tents right on the road where Mercedes run. Have we seen the state of our railway stations in Mumbai, specially the Bandra outstation one, one will think one has arrived at the most poorest country in the world. We are super power but in poverty not richness. When are we going to look inward and keep on allowing these politicians to keep us this way.

"India's low rank on the 2012 Environmental Performance Index should be a wake-up call to leaders at all levels," said Daniel C Esty, director of the Yale Center for environ- mental law and policy. "India faces significant pollution control and natural resource management challenges and its lagging results suggest the need for redoubled policy efforts across the board," Esty said. The report has been produced by researchers at Yale and Columbia universities with the World Economic Forum.

    पिछले साल योजना आयोग ने गरीबी रेखा के लिए जो मानदंड तय किए थे, उस पर काफी विवाद हुआ था। योजना आयोग ने कहा था कि शहरों में प्रतिदिन 28.65 रुपये और गांवों में 22.42 रुपये से ज्यादा कमाने वाले लोग गरीबी रेखा से नीचे नहीं माने जा सकते हैं। अब नैशनल सैंपल सर्वे 2009-10 के आंकड़ों ने एक नई बहस पैदा की है। इसके मुताबिक अगर जीने के लिए जरूरी मासिक खर्च को आधार माना जाए तो शहरों में जो लोग रोज 66.10 रुपये से कम कमाते हैं, उन्हें गरीब माना जा सकता है। इसी तरह गांवों में प्रतिदिन 35.10 रुपये से कम कमाने वाला शख्स गरीब कहा जा सकता है।

    एनएसएसओ 66वें राउंड के आंकड़ों के मुताबिक देश के गांवों में लोगों का औसत मासिक खर्च 1054 रुपये प्रति व्यक्ति और शहरों में 1984 रुपये प्रति व्यक्ति है। इस तरह से हम पाते हैं कि गांवों में रहने के लिए रोज 35.10 रुपये और शहरों में जीवन जीने के लिए रोज 66.10 रुपये जरूरी हैं। अगर इसको आधार माना जाए तो गांवों में रहने वाली 64.47 फीसदी आबादी और शहरों में रहने वाली 66.70 फीसदी आबादी इस एवरेज स्टैंडर्ड से नीचे है। इस तरह से तकरीबन कुल आबादी का 65 हिस्सा गरीबी रेखा से नीचे होगा। हालांकि, जब सरकार गरीबी रेखा के बारे में अपने मानदंड पर फिर से विचार कर रही है, ऐसे में गरीबी रेखा की परिभाषा तय करने में यह औसत मासिक खर्च का आंकड़ा फायदेमंद साबित हो सकता है।

    अगर राज्यों की बात करें तो सभी राज्यों की लगभग 60 फीसदी आबादी इस औसत मासिक खर्च से कम में गुजर बसर करती है

    Sixty per cent of women do not have access to proper sanitation in India which is the "biggest blot" on a country that has otherwise successfully tested missiles and put satellites in space, Union Minister Jairam Ramesh said today.

    "60% women in the country do not have access to toilets...We can launch missiles like Agni and satellites, but we can not provide sanitation to our women. What can be a biggest blot on the nation than this?", the Rural Development Minister said at Nirmal Gram Puraskar-2011 distribution function and Panchayati Raj Sammelan here

    India is lagging behind its neighbours Sri Lanka, Nepal, Bangladesh, Pakistan and Afghanistan when it comes to providing proper sanitation to people, Ramesh, who also holds the portfolio of Drinking Water and Sanitation, said.

    Mahatma Gandhi is the one and only politician in the country who sincerely worked to end the menace of open defecation, Ramesh said.

    Nirmal Bharat Abhiyan, a re-structured programme of Total Sanitation Campaign, would be formally launched soon, he said, adding that village panchayats concerned would be made responsible for keeping their village open-defecation free.

    Ramesh said the Central government has fixed a target to make every gram panchayat as open-defecation free in next 10 years and added that the government would increase the fund under the Nirmal Bharat Abhiyan from Rs2,200 to Rs9,900 per household.

    While praising the Haryana government and its approach in the total sanitation campaign, the minister said that he always asked other states to follow the Haryana slogan of 'Shauchalya Nahin To Dulhan Nahin' (No toilets, No bride).

    "If you continue this programme in the same pace, in three years your state will become Nirmal Haryana," he told state Chief Minister Bhupinder Singh Hooda who was present on the occasion.

    इस बार भी देश में अनाज की रेकॉर्ड पैदावार होने जा रही है। मौजूदा फसली सीजन में पैदावार 25.26 करोड़ टन रहने के आसार हैं। यह पिछले अनुमान से करीब 22 लाख टन ज्यादा है।

    कृषि मंत्री शरद पवार ने सोमवार को तीसरा अग्रिम अनुमान जारी किया। इससे पहले फरवरी में जारी दूसरे अग्रिम अनुमान में खाद्यान्न उत्पादन 25.04 करोड़ टन रहने के आसार जताए गए थे। पिछली बार देश में 24.48 करोड़ टन अनाज की पैदावार हुई थी।

    10.34 करोड़ टन धान

    तीसरे अग्रिम अनुमान में कहा गया है कि इस बार धान की पैदावार 10.34 करोड़ टन तक जा सकता है। पहले इसके 10.27 करोड़ टन रहने का अनुमान था।

    गेहूं 9.02 करोड़ टन

    गेहूं उत्पादन 8.83 करोड़ टन रहने की उम्मीद थी। अब कहा गया है कि यह 9.02 करोड़ टन का आंकड़ा छू सकता है। मोटे अनाज का उत्पादन 4.19 करोड़ टन रहने का अनुमान है। पहले कहा गया था कि यह 4.21 करोड़ टन तक पहुंच सकता है।

    दाल 1.70 करोड़ टन

    दालों का उत्पादन 1.70 करोड़ टन रहने की उम्मीद जताई गई थी। तीसरे अनुमान में कहा गया है कि इसमें कमी आ सकती है और यह 1.73 करोड़ टन रह सकता है।

    फसल भविष्यवाणी

    इससे पहले , कृषि मंत्री शरद पवार ने राजधानी में राष्ट्रीय फसल भविष्यवाणी केंद्र का उद्घाटन भी किया। इसमें अत्याधुनिक तकनीकों की मदद से फसलों के बारे में तो भविष्यवाणी की ही जा सकेगी , सूखे की स्थिति का आकलन भी किया जा सकेगा। इस काम में भारतीय अंतरिक्ष शोध संगठन ( इसरो ) भी हाथ बंटाएगा।

    पीएम ने बुलाई बैठक

    इस बीच , प्रधानमंत्री मनमोहन सिंह ने कृषि उत्पादों के निर्यात के मामले में 30 अप्रैल को बैठक बुलाई है। गौरतलब है कि हाल में ही शरद पवार ने प्रधानमंत्री को लेटर लिखकर आरोप लगाया था कि खाद्य और कपड़ा मंत्रालयांे द्वारा किसान विरोधी नीतियां अपनाई जा रही हैं। खासकर , कपास और चीनी निर्यात के मामले में। सोमवार को पत्रकारों से बातचीत में पवार ने कहा कि गेहूं और चावल के मामले में कोई दिक्कत नहीं है। कपास और चीनी के निर्यात में दिक्कतें पेश आ रही हैं। इन पर 30 को होने वाली बैठक में विचार किया जाएगा। इस बैठक मंे वित्त मंत्री प्रणव मुखर्जी , खाद्य मंत्री के . वी . थॉमस और वाणिज्य मंत्री आनंद शर्मा शामिल होंग े।

    मां की केयर में गरीब अफ्रीकी देशों से भी पीछे हैं हम

    नई दिल्ली।। ऐसा समझा जाता है कि मां बनने वाली महिलाओं के लिए भारत अच्छी जगह नहीं है। मांओं की हेल्थ के मामले में भारत को दुनिया के 80 'कम विकसित' देशों में 76वां रैंक मिला है। इस मामले में भारत कई गरीब अफ्रीकी देशों से भी नीचे है। यह रिपोर्ट तब जारी की गई है, जब दुनिया भर के कई देशों में मदर्स डे मनाया जा रहा है।

    इंटरनैशनल चाइल्ड राइट्स से जुडे़ एनजीओ 'सेव द चिल्ड्रेन' ने अपनी 2012 की रिपोर्ट जारी की। इस रिपोर्ट में दुनियाभर की मांओं के बारे में बताया गया है। इस साल भारत को पिछले साल के 75वें रैंक से एक और रैंक नीचे दिया गया है। रिपोर्ट में बताया गया है कि दुनियाभर में महिलाओं या मां की क्या स्थिति है। रिपोर्ट के मुताबिक भारत में हर 140 महिलाओं में एक पर बच्चे को जन्म देने के दौरान मरने का जोखिम रहता है। यह आंकड़ा चीन और श्रीलंका जैसे पड़ोसी देशों की तुलना में कहीं ज्यादा है।

    चीन में हर 1500 महिलाओं में एक महिला पर प्रसव के दौरान मौत का खतरा होता है। इसी तरह श्रीलंका में यह आंकड़ा 1100 पर एक और म्यांमार में 180 पर एक है। रिपोर्ट के मुताबिक भारत में आधे से कुछ कम (49 प्रतिशत) महिलाएं किसी न किसी तरह के मॉडर्न गर्भनिरोधक का इस्तेमाल करती हैं और 53 पर्सेंट डिलीवरी बेहतरीन हेल्थ वर्करों द्वारा कराए जाते हैं, जो विकासशील देशों में निम्नतम में पांचवें स्थान पर है।

    कुपोषण की दर में अव्वल

    भारत में पांच साल से कम उम्र के सबसे ज्यादा 43 प्रतिशत बच्चे हैं और सभी विकासशील देशों में बाल कुपोषण की दर भारत में सबसे ज्यादा है। दुनिया में बाल कुपोषण की दर के लिहाज से भारत तिमोर-लेस्ते के बाद दूसरे स्थान पर यमन के साथ है।

    हालांकि भारत ने इंस्टिट्यूशनल डिलीवरी को बढ़ावा देकर और अन्य उपाय करके मांओं की सेहत सुधारने के लिए कोशिश की है , लेकिन इससे हालात में बहुत ज्यादा बदलाव नजर नहीं आ रहा। इस रिपोर्ट से पता चलता है कि अब भी भारत में कई डिलीवरी कुशल स्वास्थ्यकर्मियों के बिना कराई जाती हैं। यह मांओं की सेहत के साथ सीधा खिलवाड़ है और चूंकि बच्चे की सेहत सीधे सीधे मां के साथ जुड़ी होती है इसलिए बच्चे की सेहत भी प्रभावित होती है। लड़कियों को एजुकेशन देने के मामले में भी भारत की खराब हालत उसे विकासशील देशों में निचले 10 स्थान वाले देशों में रखती है।

    Finally, tuberculosis declared a notifiable disease

    Till now, doctors in the private sector were free to treat TB patients, and weren't required to keep a record.

    NEW DELHI: India has finally declared tuberculosis (TB) a notifiable disease. The announcement signifies that with immediate effect, all private doctors, caregivers and clinics treating a patient suffering from TB will have to report every single case of the air-borne disease to the government.

    The notification was sent to all states on May 7. Till now, doctors in the private sector were free to treat TB patients, and weren't required to keep a record.

    The notification said, "In order to ensure proper TB diagnosis and case management, reduce TB transmission and fight emergence of drug resistant TB, it is essential to have complete information of all TB cases. Therefore the healthcare providers shall notify every TB case to local authorities - district health officer/chief medical officer of a district and municipal health officer of a municipal corporation, every month."

    Those who come under the ambit of healthcare providers include "clinical establishments run or managed by the government, private or NGO sectors, and individual practitioners".

    According to the Union health ministry, private sector is the first point of contact for health services for 60% of Indians.

    "Most patients start treatment of TB in private sector. Private doctors use irrational combinations to treat, making them drug resistant. They finally land up in government treatment programme," said a senior official of the revised national TB control programme (RNTCP).

    Multi-drug resistant TB has become a menace in India. Every year, the country reports 15 lakh new cases of TB. WHO says around 73,000 of the notified new TB cases in 2010 were already multi-drug resistant. Of these, less than 3,000 were detected.

    A ministry official said, "It's of utmost importance that the private sector reports all TB cases to the RNTCP which has hi-tech labs to test for resistance and provides high quality drugs and testing free of cost to all patients."

    WHO says, 2.1% of all new cases in India are MDR-TB, while as many as 15% of re-treatment TB cases are developing MDR-TB.

    The notification added, "Early diagnosis and complete treatment of TB is the cornerstone of TB prevention and control strategy. Inappropriate diagnosis and irregular/incomplete treatment with anti-TB drugs may contribute to complications, disease spread and emergence of drug resistant TB."

    Undiagnosed and mistreated cases continue to drive the epidemic in India. In 2010, an estimated 2.3 million TB cases occurred, and 360,000 patients died of TB, or about 1,000 deaths per day.

    Nearly one in six deaths among adults aged 15-49 are due to TB. Nearly 100,000 cases of serious multi-drug-resistant TB (MDR-TB) are estimated to occur in the country annually, and each MDR TB case costs more than Rs 1 lakh to diagnose and treat.

    A ministry note said though a large number of TB patients in India are diagnosed, they are not referred to or notified to RNTCP.

    "Develop and deploy systems for notifying patients at TB diagnosis from all sources. With improved notification, RNTCP could improve case management and reduce TB transmission and the spread of drug-resistant TB," the note said.

    Highly infectious diseases such as plague, polio, H5N1 ( bird flu) and swine flu are in the list of notifiable diseases.

    The 12th five year Plan for TB control added, "All diagnosed TB cases will be notified irrespective of their treatment or registration status."
